So the issue was having to do with eBO report maintains its own credentials for staff differently from eCW.
Do these to fix the issue:

Next time you are able to pull up eBO report directly from eCW.... Go to your "My Preferences" on eBO like screenshot below.


2. While in the eBO's "My Preference". Click on "Personal" Tab instead. Default is "General" usually.



3. Once you are in "Personal" tab, you want to scroll down to find the  Credential, where it has a link to "Renew the Credentials"... once you do that... your eBO and eCW are synced.   This happens when your eCW account password was reset and not synced with eBO.    Anyway, after you "renew the credentials", you should be able to log into eBO normally with your eCW credentials without any issues.
